Is crime up or down?

I'm confused. Last week we were told that the crime rate in Aldergrove had dropped due to the concerted efforts of a number of business owners.

Then this week, I read that the crime rate in Aldergrove has risen by almost 50 percent (2009 vs 2010), hence the Border Town Project.

How can both be correct?
