Public notice issued about sexual offender formerly of Abbotsford

A public notification has been issued that sexual offender Jeffrey Goddard

Jeffrey Goddard, a high-risk sex offender formerly of Abbotsford, is now living in Surrey, the B.C. Ministry of Public Safety said in a public notification this week.

The 27-year-old has a criminal history of sexual crimes.

"Goddard has maintained a pattern of sexual offending against male youth and adults and communicating via computer to lure male and female youth, in both an opportunistic and predatory manner," said a statement from the ministry’s corrections branch.

Goddard, who grew up in Abbotsford, was previously living in Vancouver, where he moved after being released from jail in August 2015.

He had been charged with sexual assault following a complaint at Surrey Pretrial Services Centre, where he was being detained after breaching probation conditions related to a previous sex-related conviction.

He was convicted of the prison sex assault in June 2015 and sentenced Aug. 13, 2015 in Surrey provincial court to time served. He was released on a three-year probation order.

Goddard’s first conviction occurred in 2011, when he received a 20-month jail term and three years of probation for offences committed in 2010.

Those crimes, which occurred in Abbotsford, included invitation to sexual touching, communicating via a computer to lure a child, impersonating a police officer and breaching bail conditions.

Those charges related to Goddard contacting seven or eight teens – all ages 13 to 15 – over Facebook.

He used different personas – including a teenage girl, a police officer and a TV producer – to lure them.

Goddard breached his probation the following summer in Abbotsford when he again adopted an online alias – this time, posing as a landscaper – and hired two teen boys to do yard work.

This occurred at his Abbotsford residence, which he shared with other tenants, including convicted sex offender Donald Bakker.

He moved to Surrey after being released from prison in January 2013 after serving a 180-day jail term for that breach.

Goddard has been convicted three times for sexual offences against children. He has also been convicted of other offences, including arson, mischief and violating the terms of his release.

Goddard's current release in Surrey is subject to close monitoring and 21 court-ordered conditions including:

• a curfew between 9 p.m. and 6 a.m.

• not communicating with anyone under the age of 18.

• not going to parks, schools, community centres.

• not creating or accessing any social media accounts.

• not using smartphones or any device that can access the internet.

Anyone who observes him in violation of his conditions is asked to call their local police agency (604-859-5525 in Abbotsford).
